Renewable diesel stations in Oregon

Oregon: Portland's diesel is going renewable by law

Oregon is the second renewable diesel market in the country, and nearly all of it sits in the Willamette Valley. The state's Clean Fuels Program, run by the Department of Environmental Quality, works like California's LCFS and rewards suppliers for every gallon that beats the carbon-intensity target. The state Renewable Fuel Standard already requires that diesel sold in Oregon contain at least 5% biodiesel or renewable diesel, so every pump here is at least a B5/R5.

Portland goes much further. The city's own Renewable Fuel Standard (City Code Chapter 16.60, updated December 2022) requires that half of all diesel sold inside city limits be renewable from 2026 and 99% by 2030. The retail response so far is Chevron, whose Portland-area sites sell R55 + B20: 55% renewable diesel, 20% biodiesel and the rest petroleum. That's a blend formulation Chevron first used to meet California's NOx rules, and it's why Portland Chevron pumps also appear on our Oregon biodiesel page.

Straight R99 in Oregon mostly comes from the cardlock side of the business. Jubitz (Pacific Pride and CFN sites from Portland south to Tangent), Star Oilco and Carson sell R99 at unattended cardlocks that need a fleet card or an account; Leathers Shell stations around Portland and Gresham, a few Marathon sites, Quickway Market in Bend and SeQuential in Eugene sell it to anyone with a credit card. The two Star Oilco listings that read "R99, R80" blend renewable diesel with biodiesel on site, and say so.

Tips for Oregon drivers

• Check the hours column. Unlike California, a fair share of Oregon's R99 pumps are at service stations that close in the evening, and the cardlocks say "contact station to arrange for card key."
• Outside the Portland metro, Salem corridor and Eugene, renewable diesel is scarce: Bend has one R99 pump, Ashland one cardlock, and the coast and eastern Oregon have none listed.
• If your manual says B5 only, pick a pump marked R99, not Chevron's R55 + B20.

Program details are from Oregon DEQ and the City of Portland and change with each rulemaking. The current state list is on the AFDC Oregon laws and incentives page.
